The secret here is to use grouping
to put a pocket feature together with a hole feature.

The advantage is that the
machinist can use an endmill to mill in a circular fashion
around the pocket (or counterbore).

Create a pocket the size of the
counter bore you want at 0,0.

Create a plain hole feature at
0,0.

Select both features and go to
Construct , Pattern and Group. Choose Group. *
note this option will be grayed out unless you have only a
feature(s) selected.

You now have a counterbore feature
that gets cut with an endmill that you can place anwhere or
even put into a pattern!
