If you need to cut a large chamfer and want the tool to step down then use a side feature with a draft angle.  On the wall tab in the feature properties set the number of steps you want to take for the depth of cut on the roughing pass.  You can set the z increment for the finish cut on the milling tab for that operation.  Click here to download a sample of this file.
